The project is divided into 3 phases, in which the investment capital for phase 1 is 114,450 billion VND (equivalent to 5.45 billion USD). The project may use part of the state budget capital, equitization capital of state-owned enterprises of the aviation industry, ODA capital, enterprise capital, investment capital in the form of public-private partnership (PPP) and other types of capital. other as prescribed by law.
